Guterres spoke at a donor conference for UNRWA at the UN headquarters in New York.
Guterres stated that the safety and well-being of millions of Palestinian refugees are at risk today, stressing that despite the ceasefire declared in Gaza in October 2025, more than 1,000 Palestinians have been killed in Israeli attacks and that violence continues in the occupied West Bank.
Stating that Palestinians have trusted UNRWA for generations, Guterres said: “However, the organization's situation is becoming increasingly dangerous. It faces extensive restrictions in all occupied Palestinian territories and has a liquidity deficit that endangers its work throughout the region.” he said.
Guterres pointed out that the organization is running a $100 million deficit despite painfully strict financial measures: “I am deeply concerned about the liquidity crisis that threatens UNRWA’s ability to fulfill its mission.” he said.
“All of the agency’s buildings in the Gaza Strip were damaged or destroyed.”
Recalling that UNRWA provides vital services to 2.6 million people, Guterres warned that the current cash deficit has serious consequences for the entire region and described UNRWA as “a stable force in times of instability.”
On the other hand, the Secretary-General expressed dismay at ongoing efforts to undermine UNRWA's work, saying: “Disinformation, smear campaigns, legal regulations, operational restrictions, diplomatic obstacles. These actions threaten the well-being of millions of Palestinians.” he said.
Guterres also noted that more than 390 UN staff have been killed in Gaza since October 2023, saying: “All of the organization's buildings in the Gaza Strip have been damaged or destroyed. For about 18 months, none of its international staff have been allowed to enter the occupied Palestinian territories.” he said.
Guterres stressed that UNRWA is crucial to maintaining the humanitarian conditions necessary for a just and lasting two-state political solution in Palestine and called on UN member states to support the organization politically and financially.
“I trust that you will remain committed to the agency and all it serves,” Guterres said. he said.
