The roadmap for a breakthrough in artificial intelligence prepared for Türkiye will be gradually implemented.
The projects worked on with government support are first converted into products. For this purpose, the Ministry of Industry and Technology, TÜBİTAK Artificial Intelligence Institute, universities, research centers, relevant institutions and organizations will be brought together through various tenders.
Open the door to new projects
“Common sense” is being used to allow Türkiye to be at the forefront of the artificial intelligence race.
TUBITAK has begun accepting applications for the 2026 Artificial Intelligence Ecosystem Call. The call aims to support companies in need through consortia that include technology providers, universities or public research centers and TÜBİTAK Artificial Intelligence Institute (YZE).
This will support artificial intelligence solutions in priority areas such as intelligent production systems, food, agriculture and livestock, financial technologies, e-commerce, combating climate change and education. The budget of the applied projects is a maximum of 10 million lira, excluding general expenses, project incentive bonuses and institutional shares.
Project applications will be accepted until September 18th via the TEYDEB Project Evaluation Monitoring System.
The population's desire for artificial intelligence is also being fulfilled
On the other hand, the Public Artificial Intelligence Ecosystem Call also provides the development of artificial intelligence solutions needed by public institutions and organizations in the areas of finance, e-commerce, smart education technologies, smart production systems, climate change, smart agriculture, food and livestock.
As part of the call for proposals, projects with a maximum R&D duration of 48 months will receive varying amounts of funding depending on the topic and scope. Applications from institutions and organizations continue.
Projects are expanded through international collaborations
In addition, Türkiye is strengthening its international cooperation in this area. Finally, a process has been initiated to collaborate with ten European countries, including Germany and France, as well as Japan, on artificial intelligence-assisted robotics projects.
As part of the collaboration, which will take place under the call opened by the “CONCERT Japan” platform, researchers in Europe and Japan will collaborate on the development of artificial intelligence-assisted, adaptive, autonomous systems and intelligent robotics that can work in real-world dynamic, unstructured and human-centered environments. Applications for the program will be received later this month.
Support with HIT-30
As part of the HIT-30 program initiated under the leadership of the Ministry of Industry and Technology, projects in the field of artificial intelligence are also supported.
The carriers can be used for projects in various areas, from artificial intelligence to data centers, from chip to battery technology.
The program, which targets digital transformation in strategic sectors such as public, industrial, health, finance, defense and science, will fund $1.6 billion for artificial intelligence studies.
In addition, tax incentives of up to 60 percent, grants of up to 40 percent of the investment and advantageous financing options of up to 70 percent of the investment are offered. In addition to promoting employment, market development funding of up to 20 percent of the investment is also provided.
It will be the “terminal” of artificial intelligence
Announcing the action plan on June 13, President Erdoğan said that Istanbul would be positioned as an international showcase of Türkiye in the field of artificial intelligence and a city of investment diplomacy.
In this context, “Terminal Istanbul” will be one of the addresses where artificial intelligence shines.
Entrepreneurs from the field of artificial intelligence and global investors are brought together here. Erdoğan emphasized that Türkiye wants to play an active role in setting human-centered standards for artificial intelligence in the OECD, G20, United Nations and other platforms.
$10 billion in resources will be mobilized
In order to secure and strengthen Türkiye's capabilities in the field of artificial intelligence, it is planned to mobilize at least $10 billion in private sector resources in data center, cloud and artificial intelligence infrastructure.
In addition, regulatory test areas will be established in at least five priority sectors to enable testing of innovative artificial intelligence solutions in a controlled environment. The plan will be implemented with the joint contribution of public institutions, the private sector, universities and research centers. The National Artificial Intelligence Board will form the governance basis of this process.
The National Artificial Intelligence Growth Fund will also be established to finance the studies.
The Ministry of Industry and Technology will regularly monitor the implementation of the measures in close cooperation with all relevant institutions.
It was stated that the added value to be achieved through the resources to be mobilized with the Türkiye Artificial Intelligence Action Plan is expected to exceed 1 trillion lira.
