The Locked Shields 2024 exercise, conducted under the coordination of the NATO Cyber Defense Center of Excellence (CCDCOE) and aimed at creating a “cyber shield” against malicious attempts, took place in Tallinn, Estonia.

The exercise, which involved more than 4,000 cybersecurity experts from more than 40 countries, tested defense scenarios for cyberattacks that could be carried out against critical digital infrastructure.

The Locked Shield Exercise has taken place every year since 2010 under the coordination of the NATO Cyber Defense Center of Excellence. The exercise allows cybersecurity professionals to hone their skills in defending national information technology systems and critical infrastructure during real-time attacks.
Teams “National Cyber Incident Response Teams”
In Exercise Locked Shield, which focuses on simulating the full complexity of a large-scale cyber incident, including realistic scenarios, cutting-edge technologies and strategic decision-making, as well as legal and communications considerations, teams are challenged to manage a large-scale cyber incident against a fictional one country with all its consequences. It takes on the role of “National Cyber Incident Response Teams” to help with this problem.
Teams participating in the exercise are expected to effectively report incidents, implement strategic decisions and resolve legal, legal and media challenges.
