Turkish signature in artificial intelligence: digital transformation begins

Studies on artificial intelligence, whose impact has increased in many areas of the global economy, from manufacturing to defense, from finance to public services, are among the priority agenda items of the government and private sector organizations in Turkey.

The aim is to expand artificial intelligence capacity with steps focused on key Turkish language models, public applications, data center infrastructure, enterprise ecosystem and defense industry.

To this end, in addition to the work coordinated by the Ministry of Industry and Technology, the Defense Industry Presidency is also involved in the process, while the work of institutions and organizations from TÜBİTAK to HAVELSAN Türkiye will prepare for the “Age of Artificial Intelligence”.

New action plan is coming

Türkiye has pushed the button to update its strategic plan in this area. The Ministry of Industry and Technology collected opinions and suggestions to anchor Türkiye's new “Artificial Intelligence Action Plan” in global standards with the principles of “common sense” and “social ownership”.

The new strategy document created in this context is due to be made available to the public next month after the final fine-tuning.

The plan aims to make Türkiye one of the leading countries with strong infrastructure, developing and producing technologies in this field and competing in global competition.

The new roadmap plans to increase artificial intelligence processor capacity and accelerate digital transformation in everything from industry to healthcare, from finance to public services.

For this purpose, the training programs for training experts in artificial intelligence will be expanded in the coming period. Therefore, the plan is to expand the solutions that convert the large amounts of data held by the public into value.

“Turkish” of artificial intelligence will develop

One of Türkiye's most visible topics in the field of artificial intelligence is the large Turkish language model. T3 AI was developed in collaboration with the T3 Foundation and Baykar and launched with the NSosyal beta in July 2025. Developed as an open source model, it can work with other languages ​​besides Turkish. Project participants include the Ministry of National Education, Anadolu Agency, TRT, TÜBA, SETA and Microsoft.

On the other hand, studies continue to ensure that the “big language model” started by TÜBİTAK will contribute to the development of this technology in Turkish and to thinking like a Turk. Türkiye will also shape the path of artificial intelligence with the large Turkish language model.

The data remains in Turkey with hyperscale centers

Türkiye has also accelerated its work in this area to attract investment in data centers to the country. In this context, the hyperscale data centers that will be built in Ankara in collaboration with Turkcell and Google Cloud are planned to enable data storage and processing in Türkiye without having to go abroad.

These centers are expected to be operational at full capacity in 2028.

The defense industry is also active

On the other hand, the defense industry also plays a leading role in artificial intelligence projects. Türkiye, which attracts the world's attention with its defense industry products, aims to bring a similar transformation to the digital world with artificial intelligence studies.

In this regard, in January the Defense Industry Presidency released an information request document for the ALFA exercise on artificial intelligence, quantum and autonomous systems. Exercise scenarios include interoperability, joint ground control station, residential and indoor operations, swarm capabilities, protection of critical underwater structures, and UAV swarm communications via quantum key distribution.

HAVELSAN's MAIN Corporate Artificial Intelligence Platform is also among the examples of defense and public-facing artificial intelligence solutions in Turkey. According to the company, the platform includes a large language model with 9 billion parameters focused on understanding the nuances of Turkish. MAIN's new modules offer features such as text comprehension, translation and summarization, voice command processing, meeting notes, code assistant, tactical planning, media analysis and cybersecurity assistant in more than 200 languages.

The aim is to prepare Türkiye for the age of artificial intelligence with the support of other defense industry organizations.

Public institutions focused on the transformation of artificial intelligence

Public institutions and organizations are also working on the transformation of artificial intelligence.

The Presidency Communications Directorate has initiated the transformation of artificial intelligence-compatible technical standards on public websites to protect accurate information in the digital sphere and strengthen the fight against disinformation.

The application is expected to accurately recognize and interpret the content, institutional structures and priority reference areas on the websites of public institutions through artificial intelligence systems. The aim is to protect the integrity of public information, increase the visibility of official content and strengthen Türkiye's communication capacity in the digital sphere.

This step is seen not only as a technical update, but also as a strategic line to protect against information pollution, manipulation and digital disinformation.

The presidency also became the first public body to share content by joining the open source platform Hugging Face, which has more than 18 million users worldwide and hosts more than 2.4 million artificial intelligence models.

Joint work with Turkish states

Türkiye will not interrupt its cooperation with Turkish states in studies in the field of artificial intelligence.

In this context, many decisions in this area were included in the declaration signed at the unofficial summit of the Organization of Turkish States (TDT) held on May 15 in Turkestan, Kazakhstan, on the theme “Artificial Intelligence and Digital Development”.

In this framework, at the initiative of Türkiye, member countries will discuss the further development and implementation of the Turkish main language model and related artificial intelligence tools, with the aim of facilitating intercultural communication, preserving and enriching Turkish languages, developing educational platforms, improving health technologies and promoting economic integration.

In addition, it was decided to prepare the TDT Action Plan for Artificial Intelligence and Digital Development. The plan is expected to be completed by the end of the year.
