The Turkish army of software developers approached 300,000 people

The implemented projects to create the human resources needed in Turkey in high-tech areas and to increase its global competitiveness in this area are bearing fruit.

In this context, the number of software developers increased rapidly thanks to the training and talent transfers provided. At the end of last year, it was estimated that there were 245,000 active software developers and 40,000 “freelance” software developers in Turkey. With recent increases, the total number of software developers in the country is estimated to be close to 300,000.

To meet the need for software developers, various projects are commissioned. The roadmap in this area was created by the Industry Development, Production and Investment Support Program.

The program focused on various projects, from talent transfer to inventory creation, from the creation of an academy to the development and licensing of open source software products.


The software ecosystem is growing

One of the projects carried out was the Türkiye Software Inventory Project. The aim of the project is to obtain company, workforce and product data in the software sector so that data-based decisions can be made in processes such as the creation of policy and strategy documents and companies can benefit more effectively from government support and incentives. While two phases of the three-phase project are completed, the portal is expected to be coded and implemented in the final phase.

In order to increase domestic value creation in the software sector and reduce security risks, it is also planned to build an open source software ecosystem and train qualified workers in this area. In this context, online training programs are being implemented and a training model and a competency assessment system are being created for this purpose.


On-campus artificial intelligence courses

Programs to expand the “software army” were also implemented in university-private sector cooperation.

In this context, the “Sector on Campus” and “Artificial Intelligence Expertise” programs are being implemented under the umbrella of the National Technology Academy.

The Sector on Campus program, based on a value-added, sustainable win-win philosophy for all stakeholders and university-sector collaboration, aims to prepare university students for the Prepare for business life.

More than 1,500 students received training with the program, which was first implemented in the spring semester of 2022-2023 in collaboration with 20 universities and companies. In the fall semester of 2023-2024, courses were offered to 4,250 students in collaboration with 78 companies and 65 universities.

The Artificial Intelligence Specialization Program was created to provide qualified candidates with the technical expertise needed to improve product and service quality in the industry and strengthen human resources capabilities.

The program, which consists of basic training, specialization training, capstone project and internship, provides training in real-time data processing and model development, parallel processing, data harmonization, data labeling automation and fusion. Databases and cloud systems as well as data processing and integration expertise.


Cybersecurity product and technology projects are being developed

The aim of the Turkish Open Source Platform is to develop exportable open source software products, reduce public and private sector software costs from licensing, and increase the number of qualified software developers as well as companies and entrepreneurs using open source software -Provide support services.

Under the responsibility of the Ministry of Industry and Technology, programs based on national solutions to eliminate cybersecurity threats are also being implemented.

In this context, cybersecurity product and technology projects are being developed with the involvement of public research institutions and universities to help the cybersecurity ecosystem and develop products and solutions with higher added value. The plan is to share the project results as open source code with the cybersecurity ecosystem and conduct end-to-end security, integration and functionality testing.


When it comes to talent transfer, the Russians are at the forefront

The army of software developers is also expanding through talent transfer. In this context, 1702 applications were received, of which 1598 were positively evaluated with the idea that they would contribute to Turkey's technology ecosystem.

The three professions with the most applications were software designer with 440 people, software developer with 377 and software tester with 144 people. Most applications, 833, were submitted for Russian citizens.
