A statement on the matter was posted on the Department of Commerce's NSSocial account.
The statement noted that the “de minimis” application (duty exemption for low-value shipments) in the field of e-commerce in the EU ended on July 1, and used the following expressions:
“In order to protect the legal framework of the Customs Union, as part of the efforts to establish a bilateral and preferential mechanism in the field of e-commerce between our country and the EU within the framework of the Civil Code, a system for automatically generating a simplified A.TR transport document in accordance with the e-commerce business model for goods exported to the EU, the value of which does not exceed 150 euros according to the Civil Code data fields, has been put into operation and made available for use by express freight companies and Postal administrations that have an operator license from our ministry.”
The statement noted that a guide has been prepared for the issuance of an electronic A.TR document for transport invoices in the BGB area by exporters requesting the document. It was also reported that the corresponding guide contains how the operators of fast freight companies and the postal administration will use the system, workflows, points to be taken into account when preparing the declaration and links for checking, querying and viewing the issued documents.
