The goal was exceeded at 4.5G, now it's time for 5G

According to the compilation of the 2025 annual report of the Ministry of Transport and Infrastructure, Information Technologies and Communications (BTK), the goal of supporting domestic and national production in the telecommunications sector remains even in 4.5G and 5G.

In this context, 4.5G, launched on April 1, 2016, required operators to use domestically certified products at least 30 percent in the first 4 years, at least 40 percent in the second 4 years, and at least 45 percent in the third 4 years to make investments in network and communication services.

According to the studies carried out, the localization rate, which was around 1 percent in 2016, was around 51 percent at the end of last year. This means that the goal of achieving a localization rate of 45 percent by 2028 was already achieved at the end of last year.

The goal for 5G is local availability of 60 percent in three years

With the experience gained in 4.5G, the goal of localization in 5G was further increased. In this context, the target has been set at a localization of at least 50 percent in the first year of 5G, which is to be implemented from April 1, 2026. The project aimed to ensure at least 55 percent localization in the second year and at least 60 percent in the third and subsequent years.

The obligations arising from the 5G authorization apply until April 30, 2029.

Operators will deploy their equipment consisting of products that meet the definition of a “national communications product” in the private 5G mobile networks that they will deploy by that date, from the software of the radio unit to the base radio unit, from the core network to the transmission network.

Products from SMEs are used

With 4.5G, investors were required to cover at least 10 percent of their investments in network and communications services from products manufactured by SMEs in Turkey.

For 5G, the rule was introduced that at least 15 percent of investments in services and infrastructure come from these companies.

The aim was therefore to develop domestic production of communication technologies with the public and private sectors.

As part of these studies, coordination meetings, project workshops and focus group meetings take place in which BTK takes part.

The development processes of the products developed by the Communication Technology Cluster, established with the support of the Ministry of Transport and Infrastructure and BTK, whose prototypes are manufactured within the framework of the “End-to-End Domestic and National 5G Communication Network Project”, continue.
