Developed by TÜBİTAK BİLGEM under the auspices of the Ministry of Industry and Technology, BİLGE is a large language model family based on the unique structure and cultural background of Turkish.
BİLGE was implemented with the vision of being one of the building blocks of a national artificial intelligence ecosystem that thinks in Turkish, supports digital sovereignty and offers high performance at global standards.
The model, intended to contribute to the development of the artificial intelligence ecosystem, aims to protect data sovereignty, disseminate local models and develop high-parameter national models with capabilities beyond global standards, with local resources.
“Complete dominance” over Turkish
BİLGE can write reports, correspondence, draft content and original texts in natural and fluent Turkish, summarize long texts and documents while maintaining their main ideas, and provide context-appropriate answers to substantive questions.
BİLGE was introduced as a Turkish artificial intelligence and correctly conveys proper names, idioms and cultural references when translating between Turkish and English. It can also be used effectively in the analysis of legal texts, legislative requests and applications integrated into corporate databases.
BİLGE provides a strong language infrastructure for industry-specific call assistants, advisory systems and various applications and delivers more precise results by taking into account the linguistic subtleties, historical background and cultural references of Turkish.
Wide range of possible uses
BİLGE can be used in many areas, from citizenship and public services to banking and finance, from health to education, from cloud systems to IT operations.
BİLGE provides added value in the areas of customer service, content creation, document analysis and automation of industry-specific business processes, and provides a strong research infrastructure for Turkish natural language processing research, “benchmark” studies and academic projects.
BİLGE contributes to the development of supporting solutions in medical records processing, clinical document analysis, decision support applications and patient communication processes. This technology can also be used in customer service automation, financial document analysis, reporting processes and information-based decision support mechanisms.
Will think like a “Turk” instead of a “standard culture”
The model focuses on understanding the language structure, semantic layers and cultural context of Turkish and focuses on “Türkiye” rather than “standard culture”.
The model uses Turkish as the primary language of thought. In addition to understanding the language, BİLGE will favor natural, fluent and appropriate expressions rather than reasoning and translating from another language.
The system is able to process Turkish faster, more efficiently and with less energy consumption at almost half the cost.
National data is secured
BİLGE aims to achieve high efficiency in public processes by providing institutions with fast and secure artificial intelligence infrastructure suitable for the local context.
BİLGE contributes to the development of critical artificial intelligence capabilities with domestic resources and reduces foreign dependence by ensuring that national data is processed and stored in the country.
New models are on the way
BİLGE also leaves the “industry-leading” large language models behind.
BİLGE, whose goal is to develop technical expertise within the country that can train and optimize LLM technologies from the ground up, ranks first among the leading models in the General Translation category, performing up to 41 percent better than other major language models in the Cultural Translation category.
All components of BİLGE, which was completely developed by TÜBİTAK BİLGEM engineers, were manufactured domestically. BİLGE, whose cultural translation score was determined to be 44.44 out of 50, uses raw data of 1 trillion words.
The BİLGE family offers a wide range of models, from light terminals to high-performance Turkish thinking requirements, with a parameter scale from 1 billion to 122 billion. BİLGE has 1.9 and 27 billion parameter models, while its 122 billion parameter model is designed to provide high performance in complex reasoning, multi-level problem solving and tasks requiring expertise.
Preparation for public use
BİLGE has not yet been made available for general use. The final preparations for BİLGE are currently being made, which was announced at the opening ceremony of Türkiye's Artificial Intelligence Vision and Action Plan announced to the public by President Recep Tayyip Erdoğan.
Erdoğan said: “TÜBİTAK's native language model BİLGE, whose development studies are ongoing, is an important indicator of the path we have traveled in this direction.” He used the expression.
Industry and Technology Minister Mehmet Fatih Kacır also talked to BİLGE and shared his initial findings with the public. Kacır said: “From now on, BİLGE will serve our state as our President's personal artificial intelligence assistant. Hopefully, we will implement acceleration programs for the sectoral dissemination of BİLGE and other domestic artificial intelligence solutions in the coming period.” gave his assessment.
BİLGE is expected to be opened for general use after the final works.
