Mansur spoke at the United Nations Security Council (UNSC) meeting on the situation in the Middle East, including the Palestine issue.
Palestine representative Mansour said that the International Court of Justice clearly recognizes the duty to facilitate the humanitarian work of the United Nations and its agencies, particularly the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), but Israel is obstructing these efforts.
Mansur expressed that Israel continues to prevent the Palestinian people from receiving life-saving assistance and that its response to the court shows its insistence on violating UN resolutions and international law. He said the dignity of the UNRWA campus was violated when Israeli troops raided the UNRWA campus in occupied East Jerusalem on December 11, took down the UN flag, replaced it with the Israeli flag and occupied the campus.
Mansur stated that more than 70,000 Palestinians were killed and hundreds of thousands injured during Israel's genocidal war in Gaza.
Mansur pointed out that Israel did not stop shooting after October 10, killing about 400 Palestinians, including children, and said that restrictions on the entry of humanitarian aid into Gaza and the suffering of those displaced by the winter cold continued.
Mansour welcomed the US government's continued interest and involvement in the implementation of the ceasefire agreement and the release of Israeli prisoners, and also called for the release of “thousands of Palestinian prisoners” in Israeli prisons.
Mansur condemned the “horrible and inhumane conditions” of Palestinian prisoners, noting that around 100 Palestinians had lost their lives in Israeli prisons in the last two years due to torture, ill-treatment and medical neglect.
Mansour called for the release of all bodies of Palestinians held by Israel to facilitate the recovery of the bodies of thousands of people still under the rubble and to clarify the fate of the missing.
Mansur reiterated that Gaza is an integral part of the occupied Palestinian territory and the Palestinian state, stressing that the West Bank, East Jerusalem and the Gaza Strip form a single territorial entity and should be unified under a single Palestinian administration, a single independent Palestinian state, a single government, a single law and a single legitimate security force.
Mansur stated that the Palestinian Authority, the government and the state are fully ready to fulfill their responsibilities regarding all parts of the Palestinian territory, including the Gaza Strip.
Mansur stressed that Israel should fully and immediately withdraw from the Gaza Strip, as confirmed by the UN Security Council, stating that this is essential to the success of any international force in ensuring stability in the Gaza Strip, saying: “No forced relocation, no occupation, no annexation, this is the core of (US President Donald) Trump's plan.” he said.
Mansur noted that violence by Israelis in the West Bank usurping Palestinian lands and intimidation of Palestinian communities had increased to an unprecedented extent, stressing that this situation must be understood in the context of Israel's ongoing policy of displacement.
Mansur stated that, as stated in the ICJ advisory, Israel should not increase its presence in the occupied territories but end its presence there, adding: “This illegal occupation and the 'apartheid' regime must be ended.” he said.
