The “Regulation on Amendments to the Regulation on the Procedure for Verifying the Identity of the Applicant in the Field of Electronic Communications” and the “Regulation on Amendments to the Regulation on Consumer Rights in the Field of Electronic Communications” prepared by BTK were published in the Official Gazette.
Accordingly, BTK has issued a regulation to prevent fake lines registered in the names of others, so-called open lines, which are used to commit a wide range of crimes from fraud to terrorism.
Subscriptions cannot be made with documents that are not electronically verified.
According to the additional measures taken by the BTK, subscriptions for the reception of electronic communication services cannot be taken out with cards such as driving licenses, identity cards and professional cards, the validity of which cannot be confirmed electronically and which do not have the possibility of electronic identity verification.
The validity of the person's identification documents and the fact that the applicant is the actual owner of the identification document are verified by operators based on the identification document together with the face, fingerprint summary or passwords such as the e-government password issued by national authorities and the Republic of Turkey ID card. If your ID card is lost or changed, the subscription can be canceled by receiving data such as: B. the face and a temporary identification document can be justified.
Subscriptions from foreigners are also securely authenticated with identification documents issued by national or international authorities with electronic identity verification capabilities. The identity of foreigners who do not have an electronic identity verification document will be verified with biometric data through the Immigration Department's Göç-Bil mobile application, and the identity of diplomats will be confirmed by the Ministry of Foreign Affairs via e-government.
It comes into force on June 25th
The operators check the activity of existing subscribers every three months and close the connections of the subscribers that cannot be confirmed for reasons such as death, revocation of the operating license, termination, etc., and prevent the illegal use of orphan connections.
Operators cannot open more than 6 lines for Turkish citizens, 3 for foreigners and 1 for tourists in the name of one person. Natural and legal persons with more than this number of connections have the opportunity to transfer or terminate their connections within 6 months without the subscriber having to pay a fee for this process. The identity of foreign subscribers of natural persons will be verified again and fake lines that cannot be verified will be closed within 6 months.
The measures to prevent counterfeit lines come into force on June 25th.
