IPARD-III will provide 241 million euros in funding for rural areas.

According to the announced calendar, the first announcement of the year will be in April for the “Diversification of agricultural activities and business development” measure with a budget of 25 million euros. This will be followed in May by tenders for “Investments in fixed assets in connection with the processing and marketing of agricultural and fishery products” with a budget of 30 million euros and in June for “Investments in fixed assets of agricultural businesses” with a budget of 30 million euros.

For the first time, 156 million euros are being called for municipalities.

In July, following the transfer of competences by the European Commission, the call for tenders “Public infrastructure investments in rural areas” will be published, which will be implemented for the first time as part of the IPARD program. A budget of 156 million euros is earmarked for this program, from which local governments, with the exception of metropolises, can benefit.

Depending on the sector supported under the program, the budget limits of the projects are between 5,000 and 3 million euros. Investors receive a subsidy of 50 to 75 percent for these projects.

Grants of up to €3 million will be made available for public infrastructure investments such as drinking water treatment plants, waste transfer stations and renewable energy systems that will transform the face of rural areas.

Statement by Minister Yumaklı

In his written statement, Minister of Agriculture and Forestry İbrahim Yumaklı stated that the annual tender calendar application, which was initiated with the IPARD-III program and began its implementation in 2024 in order to speed up the application review processes and provide convenience to entrepreneurs, will be continued with determination.

Emphasizing that in line with the new published calendar, Yumaklı aims to bring around 400 million euros of investments in rural areas into the country's economy and create new jobs for thousands of people in the tender periods starting in 2026 alone, emphasizing that they will continue to support producers in a wide range from animal production to crop production, from handicrafts to rural tourism and renewable energy.

Minister Yumaklı reminded that within the IPARD programs implemented by ARDSI since 2011, a total of 129 billion TL of grants were provided at real prices to 27,297 facilities and projects, explaining that in this way around 273 billion TL of investments were brought to the country and more than 107,000 people were employed. Pointing out that the role of women and young people is crucial in rural development, Yumaklı stated that positive discrimination is carried out by awarding additional points in project selection and providing additional subsidy rates to young investors under 40 years old. In this regard, he explained that 7,653 women entrepreneurs received grants worth 42.6 billion TL and 14,933 young women entrepreneurs received grants worth 86.7 billion TL.

Yumaklı wished that the call calendar of the IPARD III program would be useful in 2026 with a budget of 241 million euros.
