High-income taxpayers are the focus of the financial world

According to the ministry, VDK continues its monitoring and compliance program for taxpayers in the high-income group.

In this context, it will notify and invite to a meeting taxpayers who are shareholders of large companies that have made large luxury expenditures in 2025 but have not reported income or expenses are inconsistent with the reported income.

The number of taxpayers determined in this context by the VDK risk analysis center was 16,300.

In the first phase of the program, the focus was on taxpayers who are shareholders in large joint stock and limited liability companies and who lead luxurious lives even though their companies do not distribute profits, whose standard of living and income levels do not match, who do not declare income tax or who, even if they do, have a discrepancy between their declared income and expenses. Identified individuals will be warned of their responsibilities.

Another part of the surveillance program included people in the radar who did not have corporate partnerships but were customers of luxury vehicles, real estate, luxury watches, jewelry, bags, luxury travel, game combo tickets, lodges, high-priced concerts, boats, yachts, cutters and other luxury consumer goods. According to the analysis, taxpayers whose income level cannot explain the source of this consumption will be informed of their tax liabilities.

Taxpayers who fail to comply will be referred for investigation

With the first monitoring and compliance program for high-income groups in 2025, VDK became a large corporate partner and checked 10,000 taxpayers who did not file income tax returns in 2023-2024 and whose tax returns were inconsistent with their potential income and expenses, and the monitored taxpayers increased their tax base by 15 billion lira.

As a result of the monitoring work and tax surveys, taxpayers who prove to be risky and do not take action will continue to be investigated.

Explaining that the fight against the unregistered economy has been expanded through new analytical methods, Minister of Finance and Finance Mehmet Şimşek said: “Identifying and monitoring taxpayers who do not submit proper declarations and reports despite high incomes is of great importance in ensuring tax justice. These studies aim to protect the rights of taxpayers who pay their taxes correctly and on time and to effectively combat informality. We call on all our taxpayers to fulfill their obligations correctly and on time to comply.” he said.
