At the press conference at the UN headquarters in New York, Guterres commented on the first preliminary report of the Independent International Scientific Panel on Artificial Intelligence, which was founded in February with the aim of ensuring that artificial intelligence should serve all of humanity.
Guterres said the panel's goal is to help the world distinguish truth from “fraud” and science from “nonsense”: “We expect them to provide an authoritative point of reference at a time when a reliable and impartial understanding of AI has never been more important.” he said.
Emphasizing the extraordinary potential of AI technology, Guterres said: “If harnessed correctly, artificial intelligence can be the most powerful development engine, accelerating global progress in everything from health to learning to climate.” he said.
On the other hand, Guterres warned that the further AI advances without common rules, the less governments and people will have influence on the results, urging governments “not to wait for the necessary action on this issue.”

After Guterres, the panel's co-chairs Yoshua Bengio and Maria Ressa also attended the meeting via video conference and spoke about the report's findings.
Ressa emphasized that three main headings stand out in the preliminary report, emphasizing that the speed in AI technology is not slowing down, power is concentrated in certain points and control is not guaranteed in this area.
“Now a handful of companies and a handful of countries are making the most important decisions about the future of humanity. The United States alone has 75 percent of the computing power in the world's largest AI clusters, and control is not guaranteed. No expert today can guarantee you that the most advanced systems will carry out your instructions,” Ressa said. he said.
Pointing out that a society's sources of information are poisoned and lies are accepted as truth when told millions of times, Ressa said: “Now add productive artificial intelligence and imagine that same scenario applied to each of us faster, cheaper and in a more personal way. Without facts there is no truth, without truth there is no trust. Without these three we have no shared reality.” gave his assessment.
Yoshua Bengio also explained that the panel is working on an independent assessment of the current state of AI science, saying: “The goal is not to make recommendations, but to ensure that policy decisions are based on the highest standards of scientific integrity, regardless of external constraints and preferences.” he said.
Bengio explained that we are in a time where the power of AI represents a turning point, saying: “The decisions we make today about artificial intelligence will have lasting consequences for individuals, companies, institutions, democracy, and perhaps more.” he said.
The Independent International AI Scientific Panel was established in February as an “independent scientific body” within the United Nations to ensure that artificial intelligence serves all of humanity by assessing its real impact on the economy and society.
The results of the first preliminary report, prepared by 40 panelists from various countries around the world, will be presented to governments and discussed at the first UN Global Dialogue on Artificial Intelligence Governance, taking place on July 6-7 in Geneva, Switzerland.
