The country's largest telecommunications company, Nippon Telegraph and Telephone (NTT), announced in a statement published jointly with Yomiuri Shimbun, one of Japan's leading newspapers, that new rules should be established for the use of artificial intelligence.
According to the Wall Street Journal (WSJ), one of the most well-known newspapers in the United States, the statement said: “In the worst case scenario, artificial intelligence can lead to the collapse of democracy and social order, which can lead to wars.”
The statement called on the Japanese government to issue regulations that strengthen controls on artificial intelligence technology to ensure security in general elections scheduled for October 31, 2025.
Managers at NTT and Yomiuri Shimbun said they have been researching artificial intelligence technology for a year with scientists from Keio University in Tokyo.
The editorial published in the newspaper in December warned that artificial intelligence programs imported into the country from the United States could lead to the production of deepfake videos and disinformation.
NTT, which is conducting active research in the field of artificial intelligence, had prepared an artificial intelligence program similar to ChatGPT from the American technology company OpenAI. The program called “tsuzumi,” which the company shares with its business partners, requires less computing power and can work more effectively with Japanese commands.
The European Parliament passed the world's first law on artificial intelligence on March 13th. The European law on artificial intelligence was passed by Parliament with 523 votes to 46. As part of the application, restrictions were introduced, particularly for security forces when using biometric identification systems.
The law required clear indication that deepfake video or audio recordings are fake. The regulation will be gradually implemented in all European Union countries over two years starting next month.
