Minister of Transport and Infrastructure Uraloğlu evaluated the works carried out within the scope of the CEP service.
According to Minister Uraloğlu, seven of the nine organizations authorized to provide CEP services under the Turkish Commercial Code are actively operating.
As part of the KEP service, which allows the exchange of information and documents on the Internet as evidence, a total of 3.91 million registered email accounts have been created, of which 3.08 million are for individuals and 833 thousand for legal entities. Of the registered email account addresses of legal entities, 26,000 belong to public institutions and organizations and 807,000 belong to other legal entities.
Minister Uraloğlu pointed out that with the developments in information and communication technologies, the exchange of correspondence and documents has shifted from traditional paper mail to the electronic environment, saying:
“E-mail, widely used to exchange information and documents in the electronic environment, allows for rapid correspondence and exchange of information. However, an e-mail sent, received, electronically archived or stored in paper form has no legal validity within the framework of current regulations. Problems such as modification of the content of such messages, failure to send the message by the person acting as the sender and the inability to prove whether the message was sent or received may arise. For this reason, under the management of a member of the European Union in these countries states that the content of emails transmitted on the Internet is not modified. “KEP and its applications were developed as a system that provides proof that it has been delivered to its addressees. In Turkey, provisions in this regard have been established in the Turkish Commercial Code and this system has been implemented with the regulations and other regulations of the Information Technology and Communications Authority.”
The correspondence is securely archived
The KEP system means legally valid and technically secure electronic mail. Thanks to this system, information such as the sender of the email, whether it reached the recipient, when it was received and whether it was read by the recipient are determined in a legally compliant manner.
In the KEP system, emails are sent and received through the KEP service provider, which acts as a “trusted third party”.
Uraloğlu said that these correspondences will be securely archived and that the emails can be accessed again if necessary.
Contributing to forests and the environment by reducing paper consumption
With the widespread use of the CEP system, paper consumption has decreased significantly and makes a significant contribution to protecting forests and the environment.
Uraloğlu said:
“With this system, electronic documents can be sent and received securely, correspondence can be used as legal evidence, electronic documents can be stored in a secure environment, public institutions can conduct official correspondence in an electronic environment, merchants can address warnings, notifications and similar statements to each other, ensure secure communication between partners and companies, provide notification services in an electronic environment, convey consumer complaints and inquiries to the addressee inexpensively, quickly and easily, use it in secure email communication between citizens, and use it as a secure one Using infrastructure in matters requiring trade secrets, banking secrets and tax secrecy, “contributing to the protection of forests and the environment by reducing paper consumption.”
