The location criteria to be applied in the production of electric scooters have been established, as well as the procedures and principles for their certification.
The Ministry of Industry and Technology's communiqué on local principles in the production of electric scooters was published in the Official Gazette and came into force.
The communiqué regulates the procedures and principles for establishing domestic principles in the production of electric scooters and their certification by the Turkish Standards Institute (TSE).
The regulation sets out the criteria by which scooters must be registered in the U-Net system from July 1 to meet the locality requirements.
Accordingly, applications for electric scooter manufacturer certificates are submitted to TSE. Applicants are required to provide domestic goods documents for the scooter or its parts when applying.
TSE may request additional information and documents if necessary.
During the certification process, electric scooters are examined in three groups: “battery and chassis”, “motor” and “motherboard, embedded software, Internet of Things (IoT) device and braking system”.
In order for the electric scooter manufacturer to receive a certificate, at least one of the components in the first group must be domestic, the motor must also be domestic, or at least two of the components in the third group must be domestic. If both components in the first group are local, there is no locality requirement for the other groups.
For legitimate applications, TSE issues an “Electric Scooter Manufacturer’s Certificate”. The certification process will be completed within 20 business days of receipt of the final application. The validity period of the document is 1 year.
If the institute considers it necessary, an inspection can be carried out at the production site. If the deficiencies are not remedied, the certificate cannot be issued or canceled.
Applicants can appeal TSE decisions within 15 days.
