Competition Committee inquiry into the cement sector

The statement on the competition authority's website noted that cement, one of the most basic raw materials of the infrastructure and construction industry, has gained strategic importance due to the rapid development of the construction sector in Turkey.

The statement noted that Türkiye ranks fifth in global cement production and given the needs and growth in the construction sector due to the growing population in the nearby region, the importance of the cement sector has continued to increase at the global level. The following expressions were used:

“Due to the high concentration and homogeneity of products, the cement sector has a market structure that favors the emergence of competition problems. For this reason, the sector has been one of the priority areas of investigation since the first years of the Authority's activity. Preliminary research and investigation reports of the Authority for the sector are prepared on the basis of the region, the period, the relevant companies and the subject of the alleged competition infringement in view of their nature.”

“It will pave the way for constructive steps for the industry”

The opinion noted that a more comprehensive analysis and assessment, both in terms of time period and number of companies, is needed to examine in more detail the market structure and corporate behavior in the sector. It was also noted that the research will conduct a comprehensive competitive analysis that will reveal the market structure and corporate behavior of the industry from a long-term and holistic perspective based on micro-data at the company and customer levels.

The statement pointed out that it was planned to make findings on industry-specific problem areas and to examine the regional competitive dynamics in the cement sector in an analytical framework, and noted:

“In this context, the Board has decided to initiate an industry review of the cement sector in order to examine the sector from the perspective of competition economics and competition law, identify the factors affecting the market structure, examine the elements important for maintaining and sustaining the competitive structure of the sector from a holistic perspective, and provide the basis for the policy development processes and constructive steps to be taken for the sector in the future.”
