Almost 1 million people were covered by the Mobile Universal Project

According to the 2025 Activity Report of TÜRKSAT AŞ, an affiliated organization of the Ministry of Transport and Infrastructure, universal service includes electronic communication services that are accessible to everyone, regardless of geographical location within the borders of Turkey, and are provided at established quality standards and at reasonable prices.

In this context, the aim is to provide these services even in settlements where GSM (2G) and broadband Internet infrastructure (4.5G) is not available.

Under the Universal Service Law, universal service infrastructures are established, installed, integrated and operated by TÜRKSAT on behalf of the Ministry of Transport and Infrastructure and/or BTK under the coordination and responsibility of the Information Technology and Communications Authority (BTK).

Installation work continues at 147 locations

Under Part 1-2 Mobile Universal Projects, maintenance and repair services will be carried out for a total of 2,000 22 sites, 1916 fixed and 106 bypass sites, and mobile communication services will be provided throughout Turkey.

As a result of the maintenance and repair work carried out, the performance indicators of the fields improved, while the average daily data traffic of the mobile universal network increased by 10.3 percent from 228.71 terabytes to 252.23 terabytes.

As part of the Part 3 Mobile Universal Project, 605 fixed-line and 8-hop installations of GSM (2G) and 4.5G LTE-Advanced-based mobile sites in 605 fixed-line settlements were completed, temporary acceptance procedures were carried out, and maintenance and repair processes were initiated.

As part of the contract, a performance increase of 50 percent was made and 302 additional fixings were added to the assembly list. In this context, 72 fields were built and put into operation. Installation work for the remaining 147 fixed panels continues.

In addition, the aim is to build a 274-trailer mobile communications infrastructure based on GSM (2G) and 4.5G LTE-Advanced, which can be used if necessary. In this context, 253 trailer bays have been constructed and put into operation, and the installation process of the remaining 21 trailer bays is underway.

Some locations will be covered in 2025

Last year, a total of 33 sectors were added, 7 under the Part 1 project, 1 under the Part 2 project and 25 under the Part 3 project, and 36 settlements were covered. With project part 3, a total of 930 locations (677 landlines, 253 trailers), whose installation processes were completed by the end of 2025, were put into operation and 966 settlements were included in the mobile phone coverage area.

In the year in question, a total of 2,846 mobile base stations (2,593 fixed, 253 trailers) were built as part of the mobile universal projects parts 1, 2 and 3 and served almost 1 million people in 4,000 settlements. Mobile voice and broadband Internet services were provided to 623,607 residents.
