A project has been developed to obtain “advisory country” status in Antarctica

Among the projects that TÜBİTAK wanted to support under its “KUTUP-1001” tender is the study entitled “Research on the legal infrastructure required within the framework of international polar legislation for Turkey to become an advisory country in the Antarctic Treaty System” . “.

The project prepared by DEHUKAM will take steps to ensure that Turkey receives the status of an “advisory country” in Antarctica. As part of the project, it is planned to examine national and international polar legislation and make appropriate legal preparations. In addition, Turkish scientists are to be directed into polar research, graduate programs are to be expanded and international collaborations are to be established.


“Advisory states have a say in scientific studies”

DEHUKAM board member and lecturer of the Faculty of Law of Ankara University of Law, Prof. DR. İsmail Demir gave information about the study.

Explaining that DEHUKAM's aim is to contribute to shaping Turkey's maritime law policy, Demir said: “Turkey needs maritime lawyers to strengthen its maritime law policy. In this context, the center has carried out many scientific activities and carried out many projects on maritime law,” said.

Demir said that the project in question, which is funded under the “KUTUP-1001” tender, is one of them and continued his words as follows:

“The aim of our project is for Turkey to receive the title of 'advisory country' in the Antarctic Treaty System. Advisory states have a say in the future of Antarctica, in the scientific studies to be carried out and in the exchange of information. If Turkey has the status of an advisory state, not only Antarctica, but also will intensify its work on the poles. The Antarctic Treaty System provides for the protection of Antarctica, the conduct of scientific activities and the use of Antarctica as a common value of humanity. Turkey is ready and determined to actively participate in these studies. In this context, the legal infrastructure is being researched, particularly in the context of legislation. “The necessary regulations will be created.”


Training courses and workshops are organized

DEHUKAM Director Mustafa Başkara also stated that the project in question was created with about a year of work and the 24-month implementation period has begun.

Baskara also stated that the study is the only social science project that Ankara accepted under the relevant tender, saying: “We will be able to strengthen our work in this area through our more qualified human resources capacity,” he said.

The project coordinator is Prof. Director of the Institute of Marine Sciences and Technologies at Dokuz Eylül University. Dr. Başkara stated that she was Nil Kula and gave the following information about the implementation phase of the study:

“Research will be carried out on application examples in the world, the legislation of countries that have already achieved the status of an advisory country will be researched, our country's legislation will be designed within this framework and further qualification will be carried out at the relevant institutions, organizations and representatives of the private sector for polar studies and the creation of the legal infrastructure in our country. “A workshop program will also be held to focus on harmonizing the legal infrastructures of relevant institutions and organizations with polar legislation.”

Pointing out that Turkey has ventured into new areas with various science programs under the auspices of the Presidency, Baskara said: “We have experienced one of these with the National Space Program, which we are rightly proud of. As for the poles,…” The National Polar Science Program is implemented under the auspices of the Presidency. As part of the program.” We will play an important role and have an active say in protecting Antarctica. In this sense, with the project in question, our country will have a greater say in Antarctica by completing its infrastructure and components,” said.


A roadmap is created with the methods to follow

Project researcher Hasan Burak Yıldız also pointed out the conditions required to become an advisory country and said: “The party country that wants to become an advisory country must conduct scientific research in the region, demonstrate its scientific interest and make a declaration of intent to do so will approve all decisions made at the meeting of advisory countries and participate in all international activities.” “He must declare that he will act in accordance with polar legislation,” he said.

Yıldız, who also gave information about the method to be used in the project, said:

“In line with Turkey's scientific expeditions, we will examine Turkey's national legislation and academic resources in the country and evaluate their current position. We will then examine the country's legislation and the decisions made at the meetings of the consultative countries from 1961 to the present. “With this data, we will create a roadmap of what should be done in Turkish legislation.”
