A standard has been introduced for fees for various items such as commissions, advertising, courier and campaign participation fees collected from sellers (restaurants) through e-commerce intermediary service providers (platforms) operating in the food ordering industry.
The regulation, drawn up in response to public complaints about high commission rates and variable prices, aimed to ensure the predictability of commercial relationships between the parties.
All fees charged to restaurants by the platforms are displayed in detail based on the service items in the “seller panel”, which is only accessible to the restaurant. In the order confirmation phase, consumers receive general information about the costs that will be charged by the seller when delivering the order and what items these costs may consist of.
Restaurants cannot charge an additional fee for “essential services” such as order creation and transmission, checkout processing and basic infrastructure services. In addition, no fee will be charged solely for participating in Campaign Activities without providing any additional service to the Restaurant through the Platform. If an additional service is provided for a promotion, the cost of this service will be clearly communicated to restaurants prior to participation.
Regulation has become mandatory
The regulation also established the methods for calculating commission fees.
If no discount is granted, the commission will be calculated based on the product price. Only if the restaurant offers a discount, the commission will be determined based on the amount actually paid by the buyer. If the Platform and the Restaurant jointly provide a discount, the commission is calculated by adding the discount amount covered by the Platform to the price paid by the Buyer. In the new period, restaurants will not be forced to participate in additional services, promotions, discounts or promotional activities. No sanctions will be imposed on restaurants that refuse these requests. The provision of additional services is entirely dependent on the authorization of the Restaurant and such authorization may be withdrawn at any time.
The regulation was implemented on April 1, 2026 (today).
