According to the compilation of the President's annual program for 2026, increasing domestic value added in information and communication technologies has been identified as one of the main goals for next year.
In this context, domestic product and service development in the field of information and communication technologies will be supported and localization rates will be increased.
While a major change is expected in Turkey, especially in communication technologies, 5G technology will be available in 2026 from April 1st.
For this development, the locality criteria for authorizations in the field of electronic communications will be set in such a way as to increase local added value and the locality rate of operator infrastructures will be monitored on a technology basis.
For 5G approvals, the requirement to use 50 percent domestically certified products and at least 5 percent national communication products will be introduced in the first year. In the following years, the proportion of certified domestic products is to be gradually increased to 60 percent.
For 4.5G technology, the corresponding liability was set at 30 percent in the first year and later increased to 45 percent. In addition to increasing mobile phone speeds tenfold, 5G will also offer a major advantage over 4.5G when it comes to the use of domestic goods.
In addition, research and development activities and production activities of domestic electronic communications networks and infrastructure components, especially 5G and beyond technologies, will be supported. Research, development and investment studies are being carried out for 6G technologies.
Support with software development
The dissemination of software development and service delivery standards in the field of information and communication technologies will be one of the areas supported next year.
For this purpose, the company's software development maturity model is included in the scope of the Regulation on the admission of participants in the field of public procurement of IT services.
In addition, to strengthen competition in the field of electronic communications, permits and rights of way for infrastructure installation, infrastructure sharing and facility sharing processes will be improved.
In this context, legislation will be adopted to facilitate the installation of passive infrastructure and to standardize the fees payable for right-of-way permits, and studies will be carried out to update secondary legislation.
“5G technology” in 10 questions
5G technology, which will increase the speed of mobile internet by at least ten times compared to the current one, will be available throughout Türkiye from April 1, 2026.
In Türkiye, where 1G technology was introduced via car phones in 1991, the use of the Internet began in 1993 and 2G technology, which enables mobile phone calls, data transfer and SMS sending, began in 1994.
Turkey, which switched to 3G from 2009 as data became more important in addition to voice, has gained new opportunities thanks to 4.5G technology, which increased internet speeds on mobile devices by 10 times on April 1, 2016.
The 5G preparatory work, which began with official tests in Turkey in 2019 and has been ongoing for many years, has been in its final phase since this year.
What is 5G and why is it important?
5G stands out as the next generation of mobile communications infrastructure. With up to 10x speeds and a more secure connection compared to 4.5G, 5G allows you to experience all your internet usage at higher speeds and lower latency.
This technology will provide the infrastructure that enables innovation, particularly smart cities, autonomous vehicles and IoT (Internet of Things).
Another innovation that comes with the increase in speed of 5G will be the increase in capacity. With 5G, it will be possible for 1 million devices within a 1 square kilometer area to easily send and receive data.
How is 5G different from 4.5G?
With 5G, speed is the most important advantage. An HD quality movie that can be downloaded in minutes with the current 4.5G will be downloaded in seconds with 5G.
While 5G improves the user experience by minimizing lag times in internet usage, its high bandwidth will also provide high-speed internet, even in high-user environments such as stadiums and concert halls.
When will 5G be introduced in Turkey and what will the process be like?
Service providers will offer 5G services nationwide starting April 1, 2026 under their new permits. The approval period runs until December 31, 2042.
What will 5G coverage look like?
5G will initially be used in the densely populated Marmara region, in cities such as Istanbul, Ankara, Izmir, Kocaeli, Bursa and Konya, and the first signals will be received from there.
Transport and Infrastructure Minister Abdulkadir Uraloğlu stated in his statement on the matter that the transition to 5G will be regional and that it may take a year or a little more than a year for the whole of Türkiye to be included in the coverage area.
What is the proportion of 5G compatible devices in Turkey?
According to Minister Uraloğlu, the mobile phones of the approximately 85 million subscribers who use phones are made of devices compatible with 5G.
Stating that there are about 96 million mobile phone subscribers in Turkey, Uraloğlu shared that about 11 million of them are subscribers who communicate between devices. A quarter of the phones in Türkiye are 5G compatible phones.
Does the current tariff need to be changed to use the 5G service? Do additional fees have to be paid?
Without the need for any changes, the 5G service can be used while maintaining the current tariff. Subscribers pay no additional fees for 5G.
How do you immediately recognize that 5G is being used?
Users can tell whether they are currently using the internet at 5G or 4.5G by looking at the phrase on their mobile device. Within the 5G coverage area, the network indicator on the mobile device shows 5G instead of 4.5G (LTE).
How do I cancel 5G service?
Once the 5G service is already operational, users can deactivate this service for free. The user who wants to do this can deactivate 5G by sending an SMS to the number provided by their mobile operator.
What impact will 5G technology have on the industry?
With the introduction of 5G technology in Turkey, a radical change in the industrial sector is expected. Thanks to high speed, low latency and multi-device connectivity, machines, robots and sensors can work simultaneously on production lines.
What changes will 5G bring to the financial sector?
5G increases the speed and reliability of financial transactions and enables more effective delivery of big data and artificial intelligence-based services in real time. Thanks to 5G's ultra-low latency and high bandwidth, high-frequency trading and investment transactions will occur almost instantly.
According to experts, transaction security will increase significantly thanks to advanced encryption and real-time fraud detection thanks to 5G; As automation in banking operations accelerates and costs fall, IoT integration is paving the way for innovative digital banking experiences such as smart home financial services or vehicle banking.
