Türkiye is a global leader in cybersecurity

According to the information from the President's Annual Program for 2025, as of August, 59 percent of 10,888 companies and 18 percent of 1,323 research and development centers in technology development zones in Turkey are operating in the field of information and communication technologies.

In order to ensure the development and integration of the cybersecurity sector, an industry ecosystem with broad participation will be created in collaboration with the Defense Industry Presidency and TÜBİTAK Cyber ​​​​Security Institute, while efforts to involve universities will continue.

The aim of these studies is to develop and support individual R&D activities and initiatives in the field of cybersecurity in an integrated structure and on the basis of collaborations.

There are 255 companies active in the cluster

As of September, 255 companies with 401 products and 649 services are operating under the Turkish Cyber ​​Security Cluster, which is carried out under the coordination of the Presidential Digital Transformation Office and the Defense Industry Presidency.

Turkey's cybersecurity structuring and efforts are being closely followed internationally.

According to the UN ITU Global Cyber ​​​​Security Index, Turkey was among the “First Level Exemplary Countries” in the assessment process, which involved 194 countries. The ITU switched from a ranking structure to a leveling structure this year.

The countries were assessed and evaluated based on their legal regulations, legal regulations, technical infrastructure, organizational structuring, capacity development and inter-institutional cooperation.

Türkiye ranked highest among the “exemplary countries,” receiving 20 full points in all areas.

Cybersecurity, e-governance and e-government senior expert Mustafa Afyonluoğlu told the AA correspondent that Turkey has achieved a very strong organizational structure with 2,304 cyber incident response centers (SOME) and 14 sectoral SOMEs, which form the backbone of institutional cooperation in the field of cybersecurity.

Afyonluoğlu emphasized that the “National Cybersecurity Strategy and Action Plan 2024-2028”, which was prepared for the fourth time this year, will ensure that strategically important cybersecurity-related objectives are addressed holistically throughout the country, saying: “Assessing the importance of cybersecurity, especially in critical infrastructure, the Electronic Communications Law “will lead to a stronger legal infrastructure in this area by regulating it as a stand-alone law instead of the relevant articles contained therein,” he said.
