Uraloğlu pointed out that the secure internet service was launched in 2011 and the number of subscribers is increasing day by day: “As of the end of April 2024, the number of subscribers benefiting from our secure internet service has exceeded 44 million 287 thousand. Uraloğlu pointed out that the service in question was created in line with complaints and demands regarding safe use of the Internet, and said, “Many complaints were submitted to the Information Reporting Center of our Information Technology and Communications Authority. The result of our research revealed, in particular, the worries of families about inappropriate content on the Internet and their concerns.” “The service was developed to respond to this need,” he said.

Uraloğlu emphasized that their aim is to protect subscribers, especially children, from negative content on the Internet with the service, and said that subscribers have the opportunity to be protected from websites that trade in prohibited substances, contain violence, publish about racism and hate speech, carry out terrorist propaganda and describe crimes, as well as take note of scam sites upon request and free of charge. Uraloğlu emphasized that this method is a service that can be easily accessed by users who cannot benefit from the existing filtering options.
Uraloğlu stated that the service is an alternative for citizens who do not want to encounter the harmful contents of the Internet and therefore do not want to buy Internet at home: “With the secure Internet service, existing Internet users have a free choice. and on the other hand, users who are looking for a safe usage need are provided with an alternative Internet access service according to their own preferences.” “It's happening,” he said.
The service will be further developed according to user requirements and suggestions.
Uraloğlu pointed out that there are two profiles within the scope of the service: “Child” and “Family”, and stated that users who choose one of these profiles have the right to immediately report the problem they encounter and request that action be taken. Uraloğlu stated that the service in question is constantly being improved and its effectiveness is increasing according to the demands, suggestions and evaluations of the users.
Uraloğlu stated that the work related to the service is based on the provisions of Article 41 of the Constitution entitled “Protection of Family and Children’s Rights” and Article 58 entitled “Protection of Youth”:
“In addition to these constitutional provisions, the provisions of the Electronic Communications Law regulating the rights of consumers and end-users and the 15th article entitled 'Safe Use of the Internet' of the Consumer Rights Regulation issued pursuant to this Law also determine the scope of application of the Regulation, which provides operators with a free alternative service for safe use of the Internet. “The studies were reorganized within the framework of the legal bases with the decision of the Information Technology and Communications Authority in 2011.”
Referring to international conventions, Uraloğlu stated that the work is regulated by the provision of the Council of Europe Convention on Combating Cybercrime against Minors, the relevant provisions of the Council of Europe Convention No. 201 on the Protection of Children against Sexual Exploitation and Sexual Abuse and the Additional Protocol to the United Nations Convention on the Rights of the Child.
