The number of guards in Türkiye's cyberspace reached 8,455

According to the 2025 Activity Report of the Ministry of Transport and Infrastructure, regular monitoring and evaluation activities continue to implement 8 strategic objectives and 40 action points, as well as 75 implementation steps that ensure the achievement of these objectives within the framework of the National Cybersecurity Strategy and Action Plan.

Türkiye Technical Cyber ​​Security Organization consists of sectoral and institutional SOMEs that carry out their activities under the coordination of the National Cyber ​​​​Incident Response Center (USOM).

The number of sectoral critical infrastructure SOMEs reached 14 and the number of corporate SOMEs reached 2,414. The number of experts registered on the SOME Communication Platform reached 8,455.

While the development of the maturity level of SOMEs continues to be monitored regularly, studies are also being carried out to increase this level.

On the other hand, as part of increasing international cooperation in the fight against cybercrime, information is also exchanged with international organizations and responsible authorities in other countries. Efforts to increase this exchange in both directions continue.

How do SOMEs work?

USOM, whose primary mission is coordination and cooperation within the framework of the National Cyber ​​Security Strategy, was established and began operations on May 27, 2013. The strategy envisaged the establishment of institutional and sectoral SOMEs within public institutions and organizations.

USOM and SOMEs were established to eliminate cyber incidents, prevent or reduce potential harm, and ensure the management of cyber incidents in coordination and collaboration at the national level.

Collaboration between SOMEs and public institutions, universities, non-governmental organizations, research institutes, the private sector and international organizations has been strengthened.

As part of the studies, cyber threats are quickly identified and technical measures are taken to defend against them. Technological developments in the context of combating cyber threats are also monitored.

Electronic communications infrastructure and critical infrastructure are protected through activities such as malware analysis, digital records review, service monitoring, malicious connection detection, penetration testing, alert generation and cyber threat warning.

Regulatory and inspection activities to ensure national cybersecurity will also continue.

Taking into account the needs of the industry, existing regulations on national cybersecurity will be updated and new regulations will be put into effect.
