The digital radio system will be put into operation in 60 provinces

The “Disaster Management” section of the “Presidential Annual Program 2026” noted that Türkiye is exposed to many hazards such as earthquakes, landslides, floods and forest fires due to its geological features and the effects of climate change.

The program reported that the implementation of activities under the 2022 Türkiye Disaster Risk Reduction Plan (TARAP) for disaster risk prevention and reduction will continue.

Emphasizing that the total number of earthquake observation stations established in Türkiye has reached 1,204, the program said: “With this, Turkey has become the country with the largest earthquake observation network in Europe and has reached an average annual analysis capacity of 25,000 earthquakes.” The statement has been attached.

It was reported that 95 main modules and 456 sub-modules have been developed in the Disaster Management Decision Support System (AYDES), which enable tracking of processes related to disasters and emergencies in the electronic environment.

In addition, it was emphasized that the “Digital Radio System” developed by ASELSAN, which aims to ensure uninterrupted communication between institutions in the event of a disaster, will be put into operation in 60 provinces by the end of the year and that efforts will continue to expand it to 81 provinces.

The program said that 414 teams and 13,000 626 members have been accredited under the Disaster and Emergency Management Presidency (AFAD) accreditation system, which determines the standards of the teams that will participate in disaster relief.

It was stated that under the AFAD volunteer system, 351,000 “compulsory trained volunteers” and 74,000,554 “assistance volunteers” were included in the system.

The program also emphasized reorganizing powers and responsibilities taking into account the institutions' areas of expertise and strengthening inter-agency coordination to identify, assess and monitor disaster risk reduction activities and increase the effectiveness of response activities during and after disasters.

The program states that international cooperation in the field of disaster management will be strengthened, the technical and administrative capacities of central and local units responsible for disaster management will be strengthened, and technical personnel will be regularly trained on earthquake regulations and disaster management.

It was reported that artificial intelligence-enabled infrastructure will be developed and integrated into AYDES, which will enable rapid and effective assessment using UAV, satellite imagery and aerial photography in post-disaster damage assessment.
