AK Party Vice-Chairman for Information and Communication Technologies, Ankara's Deputy İleri, spoke about studies on legal infrastructure in the field of technology.
Stating that they, as the AK Party, are working to make Turkey one of the leading countries in the world, İleri said, “On the one hand, we are trying to take Turkey's digital transformation to another point with the National Technology Move. But on the other hand, our country has its own technology ecosystem and high-tech product culture.” “We want him to do trend-setting work in terms of development,” he said.
Stating that they have done important work in newly developing areas such as blockchain and artificial intelligence and have implemented strategic roadmaps and progress plans, İleri said, “We believe that Turkey will come to the fore as one of the leading countries in this process where life has become completely dependent on technology.” said.
“The future belongs to those who shape it”
İleri explained that they sum up their view on technology with the saying, “The future belongs to those who design it.” İleri said, “Technology influences society not only in the way it is used, but also in the way it is designed.” gave his assessment.
Stressing the importance of properly structuring new technologies and creating the right business models, İleri said that artificial intelligence is one of the newly developing areas and that the state's top leadership has expressed serious discussions in these areas.
İleri pointed out that Turkey wants to have a say and act as a playmaker in these areas and said that studies in this regard are still ongoing.
Recalling that “artificial intelligence” was highlighted in the statement issued after the National Security Council meeting in May, İleri stated that the relevant executive institutions had carried out various studies within the framework of the National Strategy on Artificial Intelligence.
AK Party Deputy Chairman İleri also reminded that an “Artificial Intelligence Research Commission” would be established to discuss artificial intelligence on the parliamentary agenda in the new period.
“We have seen again how important national and local products are”
Assessing the blue screen software issue that emerged on a global scale last week, İleri said, “We saw once again how important the national and local product is. But beyond that, we saw how dangerous product addiction can be. Together, we saw once again how the cybersecurity field is critical. Our “digital transformation roadmap is a roadmap that covers all three pillars and shows important work,” he said.
İleri pointed out that the digital transformation of the public sector is progressing rapidly within the framework of the National Technology Move and reminded that Turkey maintains its tenth place among 37 countries according to the European Commission's 2024 e-Government Benchmarking Report.
Forward highlighted the importance of creating domestic equivalents of various critical products to reduce product dependency.
“Türkiye is well positioned in international indices”
Stating that there is a focus on “cyber security” in the AK Party's strategic roadmaps, İleri said, “Many public actors are already active in the field of cyber security in Turkey. BTK's National Cyber Incident Response Center has been extremely active in the recent period we have been going through. Digital Transformation Office, Defense “The Presidency of Industry, the Ministry of Interior, the National Intelligence Organization and TÜBİTAK have important studies. These studies will continue without slowing down,” he said.
İleri pointed out that the Presidential circulars published on open source software and information and communication security measures in the public sector were crucial in this sense, and reminded that the clustering study carried out on cybersecurity was also important and that hundreds of companies were active in this context.
Forward found that Turkey places a very high priority on cybersecurity and ranks well in international indices in this regard.
“We have done work that paves the way for digital transformation”
İleri pointed out that the creation of a productive environment throughout the country within the framework of digital transformation was guaranteed by law and said that the AK Party had done serious work in this sense.
Pointing out that the law with regulations on social media, the regulations on the Personal Data Protection Law and the law on crypto assets are the most important examples of this, İleri said: “High technology is an extremely dynamic field and therefore the legislative process must also be taken into account. Be dynamic. There is no rush in the legislative process.” If you do, you will make a mistake by delaying and blocking the development. If it is too detailed, your work will be restrictive, but if it remains too general, then you cannot eliminate the risks. It is an area where there are very delicate balances as far as legislation is concerned. gave his assessment.
Legal studies in the field of competition law, digital copyright and cybersecurity
AK Party Deputy Chairman İleri continued:
“In this context, there will be a study on the Competition Protection Act in the near future. It is an important proposal, especially with regard to the proper establishment and protection of competition in the operations of digital platforms. We will present it in our Parliament in the coming months.
There is a regulation on “digital copyright” that our Digital Media Commission is working on. This work is also very important for protecting the rights of content producers and creating a productive digital environment. I believe that this study will have very interesting technological dimensions. I believe that in the future, the digital copyright process can also be carried out within the framework of the blockchain.
We have had a work in progress for some time. We are working on a law to introduce a new structure to make cybersecurity efforts in Turkey more effective and centralized. “This will be shared with the public in the future.”
“Blockchain technologies are developing much faster in Turkey”
AK Party Deputy Chairman İleri assessed the feedback they received after the crypto asset regulation came into force as follows:
“The regulation was very welcomed by the industry. The process has started to work. The general opinion is positive. This law was very appropriate both in terms of time and content. We have presented an exemplary work. I can say that the eyes of the world have turned here. “It is going very positively. In general, we have started to enter a process in which blockchain technologies are developing much faster in Turkey.”
