Guterres asked the opinion of the debate about the reform in the UN Security Council due to the “blockade” for solving the problems in the world. he said.
Guterres, especially in cases in which major human rights violations or similar dramatic cases occur, there are suggestions to limit the Council's Veto Law, but it is the responsibility of the Member States to take them seriously.
Guterres said that he was the first general secretary to constantly spoke about the reform in the Security Council: “The truth is that this topic, which is completely taboo in the past, is now at the center of the general assembly debates.” He said.
The UN Security Council consists of 5 permanent members of the United States, Russia, China, Great Britain and France as well as 10 temporary countries that were elected every two years and 15 members who are 5 permanent members of the United States.
The Security Council is the only organ that is authorized to sanction its decisions within the UN system.
