Artificial intelligence will be the locomotive on the way to “digital Türkiye”.

Dönmez, Chairman of the Artificial Intelligence Research Commission of the Grand National Assembly of Türkiye, evaluated Türkiye's work in the field of artificial intelligence.

Dönmez pointed out that Türkiye's national artificial intelligence strategy will be updated by the end of the year, saying that the first document focuses on opportunities and possible risks for Turkey and that the need for 50,000 experienced human resources in this area is planned.

Dönmez explained that in this context, artificial intelligence-based programs have been opened by the Presidency of the Council for Higher Education and that there is great interest in these programs.

Recalling that the thematic areas were established in the first strategy document, Dönmez explained that these are Türkiye's leading areas in terms of data quality and security, such as education, health, digital financial technologies, sustainability and energy, and agriculture and nutrition.

Stating that a window of opportunity has opened in these areas and that the private sector is also working on these issues, Dönmez said: “It is possible that other areas can be included in the new strategy document. I think that artificial intelligence in the second century Türkiye will be a very important locomotive on the path of 'Digital Turkey'. We can easily see this from the interest of both our youth and the sector.” he said.

“Ethical rules and standards should be set at the legal level”

Explaining that countries have different approaches to regulation in the field of artificial intelligence, Dönmez explained that the US has created space for this technology with certain obligations and is monitoring its development in free market conditions.

Dönmez pointed out that the European Union (EU) has created a regulated market that wants regulation in this area, explaining that there is also a developing market under government control in China.

Dönmez made a suggestion regarding the model to be implemented in Türkiye, saying: “As Turkey, we believe that we can develop a unique model by utilizing the good aspects of all three models and omitting their weaknesses. Certain ethical rules and standards should perhaps be established at the legal level. We believe that it would be more correct to complete this task according to the current conditions and leave the standards in technical areas to the relevant institutions in secondary regulations.” he said.

“Industrialists will be able to make healthier choices”

Dönmez said that Türkiye is at a good level in the field of software and that some products in this field, especially from the gaming industry, can be exported abroad.

Dönmez pointed out that this is an indication that there is serious software infrastructure and human resources in Turkey: “We expect the state to open more incentive mechanisms for the private sector in R&D issues in this area. In places where private sector resources are limited in terms of hardware, opening the use of these infrastructures to various institutions with the investments of our national organizations such as TÜBİTAK will make our work even easier.” he said.

Dönmez explained that software is intertwined with industry, that with automation software, product quality increases, processes become faster, and errors that can arise from human error are reduced.

In this context, Dönmez explained that industrialists can make healthier decisions with artificial intelligence: “I think that they can make their future plans and predictions more accurate and healthier by using decision support programs in the decision-making processes.” he said.
