According to CNN's report, which relies on unnamed US officials, the memorandum was written in an “extremely vague manner” to make it easier for Iran to sell it to the public.
“The language of the agreement should not be given too much importance,” an official said. He described the text as a “political document”. The official continued:
“The document essentially says we will lift sanctions, conclude a nuclear deal and release the frozen funds. But when we lift sanctions depends on progress, and we will release the funds after we agree on the mechanisms.”
The memorandum contains no specific commitments regarding Iran's highly enriched uranium reserves, a source who has seen the text told CNN. Although President Donald Trump and other officials insist that these stockpiles will be destroyed under U.S. supervision, the memorandum contains only the statement that Iran “confirms that it will not produce nuclear weapons,” the source said.
On the other hand, US officials claimed that, although not explicitly included in the memorandum, Iran would offer the concessions sought by the Trump administration through back channels and that the US would also play a role in destroying enriched materials under the coordination of the International Atomic Energy Agency (IAEA).
Officials noted that the agreement lays out in more detail the financial relief Iran will receive if it meets its obligations, noting that Tehran can benefit from a $300 billion development fund in the future in this regard.
Officials said the text remained more unclear regarding the release of Iran's frozen assets and that it was envisaged that the assets would be released according to progress in further rounds of negotiations, but no timetable was included.
According to officials, the memorandum of understanding also allows Iran to sell oil and petrochemical products immediately after it is signed and allows the United States to grant waivers from sanctions for those sales.
On the other hand, the negotiations, which begin on Friday and will last 60 days, will give the US the opportunity to assess the extent to which Iran will comply with its commitments and what concessions it is willing to make in the nuclear field, say officials, who claim that Iranian leader Mojtaba Khamenei has tacitly agreed to the deal.
