The Ministry of Industry and Technology took an important step in June last year and announced that it would “support local developers of mapping and navigation applications”. Applications were received and the evaluations were completed in 2025. In March, signatures were signed with the participation of the parties for “Local Navigation” with the participation of Minister Mehmet Fatih Kacır.
4 important goals
When the local navigation system is completed and can be used in daily life; It is used in mobile devices, in particular TOGG, one of the project's partners, in vehicles, logistics, smart city applications, e-commerce, tourism, disaster and emergency management. But beyond that, it has four key strategic objectives.
Privacy of Turkish citizens
Currently, almost all Turkish citizens use foreign navigation applications. For this reason, the manufacturer of the navigation application, a foreign institution, can constantly monitor where millions of Turkish citizens are, where they go, where and how much time they spend every day.
With a difference of almost half a meter, the Turkish citizen using navigation can be seen anywhere on the planet. Although today's level of technology makes it very difficult to protect the privacy of private life, it prevents this information from falling into the hands of strangers.
State of emergency and war
First the Ukraine war, then Israel's massacre of Palestinians and the American-Israeli attacks on Iran showed that maintaining peace in the world in the 21st century is not easy. In situations such as emergencies and war, it is possible to use a foreign navigation system to sabotage issues such as logistics, defense and emergency assistance.
In fact, under the name “sanctions” the use of these extremely necessary systems can be stopped in the target country. This is also prevented with native navigation.
Turkish citizens' information is not marketed
Many navigation applications are offered “free” to the user. Behind this “free” image is actually the marketing of user information to commercial companies.
Through advertising and instructions, the user becomes the “product” himself. Local navigation prevents Turkish citizens from being converted into products by global trading organizations.
Exported, not imported
With native navigation, these applications are no longer “imported”, especially for professional and commercial purposes. The aim is also “export”. This means that the application is used worldwide. The aim is to bring resources from abroad instead of going abroad. This move will also reduce “foreign dependency”.
Part of the National Technology Move
Science, Industry and Technology Minister Kacır emphasized that domestic shipping is “a part of the national technology movement” and commented: “It is inconceivable that a Türkiye that competes in the league of giants in technology development and production and exports high technology in all areas from the defense industry to domestic automobiles falls behind in this strategic area.”
Başarsoft, BVB and TOGG have joined forces under the coordination of the Ministry of Domestic Shipping. The aim is to support local navigation with artificial intelligence and to make it operational in the short term.
In every pocket, in every vehicle, on every arm
Navigation systems are now part of everyday life. It has taken its place in vehicles such as phones, cars and smartwatches. So much so that it is automatically activated as soon as the user enters their vehicle or drives off. Because of this, even the habit of looking at maps or following signs has decreased.
Navigation systems determine global location via satellite, and visibility is ensured by pre-installed and constantly updated administrative and physical maps. To increase realism, all avenues and streets are regularly scanned with vehicles continuously recording images, and street, street and building images are also uploaded. Thanks to artificial intelligence, density can be determined by calculating which section of the road has more stops for vehicles.
