The public summit on digital transformation has begun

The “Public Digital Transformation Summit” organized by the Public Informatics Association on the BTK campus has begun.

In his speech here, Karagözoğlu said that public administration in the digital era is no longer a structure that only uses technology, but is moving forward with an understanding that properly understands technology, manages it and transforms it for the benefit of society. Stating that with the rapid development of technology, traditional methods in the delivery of public services have been replaced by data-based, integrated and citizen-oriented digital solutions, Karagözoğlu emphasized that digitalization in the public sector does not only mean moving the processes to the digital environment. Stating that data-based decision-making mechanisms, inter-institutional integration, infrastructures that enable uninterrupted service delivery and new generation digital applications represent the basic elements of this transformation, Karagözoğlu pointed out that one of the most notable proponents of the transformation is artificial intelligence technologies.

Pointing out that artificial intelligence plays an important role in accelerating and deepening digital transformation in the public sector, Karagözoğlu said: “Artificial intelligence is no longer a standalone technology asset, but has become a complementary element that increases service quality in public institutions, optimizes resource utilization and supports decision-making processes. When properly designed, it makes meaningful contributions to faster, more accurate and effective delivery of public services. Today we see concrete reflections of this approach in many of our institutions.” he said.

Karagözoğlu pointed out that digital solutions developed in many areas, from security to healthcare, from justice to education, from transportation to agriculture, increase the effectiveness of public services. Emphasizing that as digitalization advances, the diversity and complexity of cyber threats increases, Karagözoğlu stated that as BTK, they work to develop the cyber security ecosystem, support local and national solutions and strengthen digital security, and continue to protect the cyber homeland 24/7 with the National Cyber Incident Response Center and Cyber Incident Response Teams.

Stating that the National Technology Move, which is being implemented under the leadership of President Recep Tayyip Erdoğan, provides a strong vision that guides the country's digital future, Karagözoğlu said: “In line with this vision, accelerating digital transformation in our public institutions, spreading domestic and national technologies and strengthening our digital sovereignty are among our main priorities. As BTK, we assume a regulatory and leadership role in a wide range of areas, from electronic communications to cybersecurity, from data ecosystems to new ones.” Generation technologies and we support the development of secure, sustainable and interoperable digital infrastructures in the public sector.” he said.

High demand for the construction of the new data center

Ahmet Hamdi Atalay, General Manager of TÜRKSAT AŞ, stated that the digital economy is an economy that is growing ten times faster than the physical economy and maximum benefits should be achieved by carrying out digital transformation.

Atalay pointed out that e-government is at the forefront in the world and occupies a very assertive position, noting that 68 million registered citizens are served by 1113 institutions, 9,000 173 services with 300,000 instant transactions and access is from any point in the world.

Atalay explained that TÜRKSAT cooperates with all 16 ministries and pointed out that large amounts of data are transmitted by the ministries. Atalay emphasized that benefits can be achieved by processing this data: “We have initiated projects that make this data meaningful through the use of data analysis and artificial intelligence applications in three different ministries. This will gradually increase.” he said.

Atalay stated that one of Turkey's largest data centers will be built at the Gölbaşı campus and that the tender for the center will be held in 10 days. They expect that the work of the center in question can be completed within 1.5 years and put into operation after two years, saying: “First of all, there are demands from the public and many other large companies, especially from the public, and we want to offer it to them too.” he said.
