Britain's media regulator Ofcom has launched an investigation to determine whether Grok, the artificial intelligence chatbot on Elon Musk's social media platform X, breached its commitment to protect users from illegal content.
Ofcom's statement said there were serious allegations that Grok was used to produce sexually explicit images made without people's consent and child sexual abuse material.
Strong government response
British Prime Minister Keir Starmer described the footage produced by Grok as “disgusting” and “unlawful.” Starmer stated that X management should increase control over Grok and announced that the government fully supports the steps to be taken by Ofcom.
In the UK, it is a criminal offense to produce and share non-consensual intimate images and child sexual abuse content, even if created using artificial intelligence. The legislation requires tech companies to prevent such content from being shown to users and to quickly remove it if discovered.
X: Illegal content will be removed
In his previous statements, X announced that all illegal content on the platform has been removed and accounts associated with this content have been permanently suspended. The company said that users who direct Grok to produce illegal content will face the same sanctions.

International reactions
This feature of Grok received a reaction in many countries, especially France and India. While authorities in France appealed to prosecutors, calling the content “clearly illegal,” an official statement was requested from X in India.
Severe sanctions are on the agenda
As part of the investigation, Ofcom will examine whether X adequately assessed the risks of illegal content and threats to children. The toughest sanctions include the withdrawal of advertising and payment providers from the platform or the blocking of access from the UK.
