The Ministry, together with the Ministry of Transport and Infrastructure and related institutions, continues to prepare legal regulations to protect children from the harms of social media.
The regulation, which focuses on “safety” rather than “ban”, aims to create stronger control mechanisms against harmful content, protect children's personal data more effectively and increase the responsibility of digital platforms.
Many countries around the world are making preparations to protect children from risks in the digital environment. In this context, children under 16 are prohibited from accessing social media in Australia. A similar ban is being discussed in England. In addition, children under 15 in France, under 14 in Italy and under 13 in Denmark and Belgium are not allowed to open an account without parental permission.
Türkiye also continues its efforts to develop a unique model in this area. The infrastructure studies, which began last year, examined regulations in the UK and Australia, as well as global examples.
They are expected to remove content as quickly as possible
The report prepared by the ministry recommends requiring digital platforms not to offer services or open accounts to children under 15 years of age.
In addition, platforms should be required to effectively use age estimation and verification systems.
The report aims to address platforms' obligation to conduct a “risk analysis” of their ability to host illegal, harmful or violent content. This includes providing the public with regular reports on how they are managing risks.
Here, too, the platform is expected to remove the content as quickly as possible after the appearance of content to the same extent according to its own self-control, without the need for a court or official decision.
The report recommends that platforms provide parental control tools in diverse, accessible and understandable ways as part of a systemic surveillance model.
The report, which calls for legislation to protect children's personal data, recommends that regulations be enacted in this area due to the growth of the gaming market in Turkey and the serious response of gaming companies.
