“Our priority when setting the minimum wage is an agreement between the parties”

Minister Işıkhan said in his speech at the “Employee-Employer Meetings in Changing Working Life in Izmir” held in a hotel that they held the tenth of these meetings in Izmir.

Stating that they came together to address the strategic issue that will directly impact the future of working life, Işıkhan said, “Our aim is to comprehensively assess the impact of the green and digital transition on labor markets, the opportunities it offers and the risks it poses, and to best prepare our workers, employers and all our stakeholders for this process.” he said.

Işıkhan explained that the increasingly accelerated change is changing not only production processes, but also the structure of employment, professions, skill profiles and work styles:


“For this reason, adapting to the transformation process is no longer a choice but a necessity to maintain our economic competitiveness. In line with the Turkey Century vision presented by our President, our 12th Development Plan has set the development goals of combating climate change, green transformation, strengthening digital infrastructure and increasing skills adaptation. The plan also emphasizes that a just transition approach in line with the net zero target for 2053 is essential.”

Işıkhan emphasized that as a ministry they consider it a historical responsibility to manage this change in a fair, balanced and inclusive way without leaving anyone behind, and explained that the “Project to Improve Skills Matching of Workers in the Green and Digital Transformation Process” that they carried out on site in Izmir was one of the first implementations of their strategy.

“More than 100,000 of our citizens have been placed in jobs through the candidate pool system.”

Işıkhan stated that they are committed to employees' acquisition of new skills, support to vulnerable groups, active participation of social partners in decision-making processes and a transformation that leaves no one behind.

Stating that they have implemented many projects to increase labor force participation and improve employment, Işıkhan shared the following information:


“One of the most important programs we implemented last year is the candidate pool system. So far, more than 35,000 employers have used this system. About 2 million employee searches have been carried out in the system and more than 100,000 of our citizens have been placed in jobs through this system. This system provides employers with the opportunity to scan approximately 3 million active job seekers in İŞKUR's database without posting an advertisement. Employers can search with many filters such as profession, education, you can check the candidate's qualifications without revealing their personal information, and “we can even send the candidate an offer by leaving a review.” In an environment where placing advertisements with private employment agencies is paid, the candidate pool system offers our employers a significant time and cost advantage. We are pleased that the programs we have implemented are making a significant contribution to labor market and workforce data.”

Işıkhan stated that they adopted an approach that emphasizes work-centered social dialogue and glorifies human dignity in all their policies, and that people and work are at the heart of all the reforms they have carried out in working life so far.

“We will meet with our commission to set the minimum wage”

Emphasizing that the minimum wage is an indicator that expresses the most basic wage level in working life, Işıkhan said: “We will meet again with our workers' and employers' representatives by convening our minimum wage setting commission in early December this year. Our main priority in this process is for the parties to reach a common sense consensus within the framework of social dialogue. I believe that an optimal level will emerge from the commission that will ensure both the well-being of our workers and also protects the production and employment power of our employers.” he said.
