Critical step for Türkiye's data security

According to the compilation from the President's annual program 026, the effective and comprehensive use of information and communication technologies will ensure the efficiency and competitiveness of the economy next year and reduce foreign dependence in the technology sector in the medium term.

In this context, the competitiveness and sustainability of electronic communications infrastructures operated by the public and private sectors will be ensured. Fixed and mobile broadband infrastructures that provide fast, high-quality, secure and affordable access are being expanded.

When 5G technology becomes available next year, the National Broadband Strategy and Action Plan will be finalized and put into effect.

Next year's work areas will also include Internet Exchange Points (IDN), a physical infrastructure that connects networks by exchanging Internet traffic. The procedures and principles for establishing IDNs, which are crucial for Türkiye's data to remain in the country, will be determined and installed in 2026.

By examining IDN applications at national and international levels, a situation analysis regarding Internet traffic, security and infrastructure needs in Turkey is prepared and legal studies are carried out.

Ensuring national cybersecurity is also one of the main goals for the next year. To this end, strategic, regulatory and technological studies will be carried out in 2026 and the institutional structuring will be strengthened.

Regulations are made to ensure national cybersecurity, taking into account the European Union's Network and Information Security Directive (NIS2), new studies in the field of cybersecurity and international best practices.

In line with the NIS2 Directive, regulations will be put into effect to strengthen national cybersecurity. Necessary secondary regulations in the area of ​​cybersecurity are supplemented taking into account international legislation, in particular the EU Cyber ​​Resilience Act (CRA) and relevant EU regulations.

In Turkey, cybersecurity awareness and skilled human resources are being developed and programs are being implemented to train skilled workers and improve career opportunities in cybersecurity.

It defines professional roles and qualifications for cybersecurity professionals and creates new business models to protect the skilled workforce in this field.

The national data strategy and action plan will be implemented

The program will establish a national data management framework and develop the necessary technical, institutional and legislative infrastructure.

In this context, the “National Data Strategy and Action Plan” is being created and implemented.

Efforts to use data in the digital environment for greater added value are supported and an open source software ecosystem is built.

In addition, an open source software ecosystem is being developed. Open source technologies will be introduced, educational resources will be made available, and citizens will take a more active role as both users and developers.
