1.5 Billion Lira Budget of TÜBİTAK for Green Transformation Projects

According to the information received by TÜBİTAK, the schedule of the tender with the code SAYEM Green Transformation 2026-1 was announced within the framework of the Green Industry Project of the World Bank Turkey, the first tenders of which were opened in 2023 and coordinated by the Ministry of Industry and Technology.

This call supports the creation of a specialized R&D and innovation platform led by the private sector in collaboration with universities and the public, the creation of Productization Road Maps (RPP) through this platform and Productization programs for the development of products or product groups for a green transformation under this map. In order to develop the target product or product group within the framework of the productization roadmaps, the business capabilities are improved through the productization projects to be carried out jointly by the organizations on the platform and a more effective use of the resources allocated to R&D support is ensured.

Suitability for the tender will generally be assessed by TÜBİTAK and recommendations for the application will be made so that platforms can make arrangements in accordance with the recommendations and be better prepared for the application.

Expected effects

Under the tender, the product is expected to be commercialized within the scope of the productization roadmaps due to the effective collaboration and joint product development studies to be developed between the productization program partners established under the leadership of the private sector, in collaboration with customer expectations and make an economic contribution to the country.

The aim is to use the developed product or product group to increase the export of products with high added value, reduce import dependence and maintain and strengthen Türkiye's competitiveness in exports to other countries, especially to the European Union (EU), in line with the goals of the Green Deal.

The aim is to reduce the current account deficit by developing a culture of joint business activity in the private sector, universities and public institutions, thereby increasing the potential to participate in international cooperation networks and access to international markets through the developed SAYEM platforms.

Budget caps and supports

While the upper limit of the viewing budget was set at 1 billion 500 million liras, the upper limit of the total budget of the productization programs for the platforms was set at 350 million liras.

The duration of the productization program is a maximum of 36 months. Various positions are supported under the program, from personnel to travel, from consulting to service procurement, from the purchase of tools, equipment, software, publications to materials and consumables.

70 percent of the accepted budget for large organizations, 80 percent for SMEs and 90 percent for SMEs in earthquake zones will be paid by TÜBİTAK to the organization as repayable support.

Call plan

Applications for admission control for the program will be accepted until March 23 through the Project Evaluation and Monitoring System (PRODİS) of the Directorate of Technology and Innovation Support Programs (TEYDEB).

Application evaluation and announcement of results will take place between March 24th and April 7th, SAYEM Green Transformation 2026-1. The tenders will be opened between April 8th and June 15th, and the results will be evaluated and announced between June 16th and October 30th.

Application process and conditions have been updated

Due to the updates made to the program, the Eligibility Check phase will be implemented before the actual project application to increase the efficiency of the application process and provide more effective advice to applicants. This phase ensures that applications are pre-assessed in terms of the scope of the call and the basic conditions, thereby making platforms aware of the program and reducing time lost in the main application preparation process.

On the other hand, the platform will consist of at least three partners other than the executing organization, and the total number of partners including the executing organization will be a maximum of 10. While the previous application required partners to each have at least one partner who was an institution, a corporation with an R&D/Design Center certificate, and an SME corporation, the update no longer requires the mandatory partnership requirement.

If the program is successful, the 20 percent increase in the conversion rate to a grant will be abandoned and all platforms completing the project will be subject to the same repayment rates. The organization-specific budget cap is adhered to and organizations can receive more than two supports depending on their budget status. It is sufficient if the application submitted by the platforms is compatible with the subheadings on R&D and innovation issues under the Türkiye Green Industry Project specified in the tender.

While institutions were able to submit a budget of up to 11 million in previous calls for proposals, in the new call for proposals they can submit a budget of up to 25 percent of the total budget of all organizations on one platform. While the bank reference letter received from the organizations must account for at least 50 percent of the budget to be submitted when submitting an application, at least the entire budget to be submitted is required when submitting a new application.
